A newly introduced piece of legislation in the United States is taking aim at the long standing practice of treating digital game purchases as temporary licenses rather than actual sales. The bill, known as the Power To The Players Act, was put forward by Representative Ritchie Torres, who argues that the current system misleads consumers about what they are really paying for.
"It is a rental disguised as a sale," Torres said, summing up the core complaint that has frustrated players for years. Under existing arrangements, buying a digital game typically grants a license that can be revoked, and access can disappear if a storefront shuts down or a publisher decides to pull the title. The new proposal would require that gamers be given genuine ownership of the games they purchase, rather than a permission slip that can be taken away at any time.
The bill arrives amid growing scrutiny of digital storefronts and the way publishers handle delisted titles and shuttered online services. Advocates for the change say consumers deserve clarity and lasting access to products they have paid for, while critics are likely to raise questions about how such a rule would affect licensing agreements and the broader digital marketplace. For now, the proposal marks one of the more direct attempts to reshape how game ownership works in the modern era.
